To make an ice drop on ground fx:

First, creat textures:

 

Next, use the textures to make three materials: #1. ice chunk

#2: ice debri

#3: very small ice debri

 

Then, use those three materials to three emitters like below ( the rightmost one is on top layer):

when ice drop on ground:

emitter for the ice piles:

 

best way to control particle move:

combine Initial Velocity and Velocity/Life to control particle animation. in this case, the ice burst outwards, slow down, and stop.

(Velocity/Life is a vector distribution (can be a curve) specifying the velocity direction and magnitude of this emitterĄ¯s particles throughout their lifetimes. )
